Most riders land at New Chitose. If the plan is a week in Niseko or Rusutsu, the coaches will carry you and your board bag from the terminal to the village. Linking the central resorts or chasing a storm across the island goes better in a rental car, and that brings its own homework on licences and tolls.
Pick the airport that fits the trip
New Chitose (CTS) is the main gateway, and the Rapid Airport train reaches Sapporo in 33 minutes at best for ¥1,230. Resort coaches pick up at both terminals, and the morning departures call at the domestic side only. Rental car counters sit in the domestic arrivals hall. The cars wait at lots in Bibi, and the company shuttle takes 10 to 15 minutes to get there.
Asahikawa (AKJ) is the closest airport to Furano and the Daisetsuzan volcanoes. The Resort Liner runs from the terminal to Furano for ¥4,000 in 2026/27, and the Powder Belt Liner links Asahikawa city with Furano or Tomamu for ¥6,000. The Hokkaido Powder Belt council puts the airport's flight operation rate at 99 percent. Budget keeps a rental desk in the terminal.
Tokachi-Obihiro (OBO) serves Sahoro and Tomamu from the east. Sahoro Resort Hotel runs a bus timed to the morning JAL573 arrival that takes about 80 minutes and costs ¥8,600, and only hotel guests who book ten days ahead can ride it. Tomamu planned a seasonal Obihiro coach with details due in mid-October. Times Car Rental closed its Obihiro Airport counter on 30 September 2026, so line up another rental company before you buy the flights.
Hakodate (HKD) suits a southern loop that takes in Hakodate Nanae, and Budget has a desk at the airport. The Hokkaido Shinkansen ends at Shin-Hakodate-Hokuto if you come up by rail from Honshu.
Resort coaches
Hokkaido Access Network runs the Hokkaido Resort Liner out of New Chitose every day from 1 December 2026 to 30 March 2027. A seat to Niseko or Furano costs ¥6,000 one way and Rusutsu costs ¥5,500. Hirafu is about 2 hr 45 min from the airport. Each passenger gets one set of ski gear and one other bag in the hold.
Chuo Bus also runs to Niseko and charged ¥6,000 one way for its Niseko Ski Bus in 2025/26. That trip took about three and a half hours to Hirafu because it calls at Annupuri and the Village first. Kamori Kanko's Big Runs Go reaches Rusutsu in about two hours for ¥5,000 if you prepay online. From central Sapporo, Chuo Bus runs a ¥1,800 ski line to Kokusai, and the Big Runs bus to Teine costs ¥11,000 return with a lift ticket included.
Big Runs closes bookings at midnight seven days out, and the Tomamu coaches only run when someone has booked at least nine days ahead. Chuo Bus takes reservations until 18:00 the day before. When a blizzard shuts the expressway the coaches drop to the ordinary roads and arrive about 40 minutes late. Once you reach Niseko, any valid Niseko United lift pass rides the inter-resort shuttle for free.
Trains
The Rapid Airport runs six times an hour through the middle of the day. A reserved seat in car 4 costs ¥2,230, and it's worth having on a Friday evening with a board bag. Some services carry on to Otaru. Riders bound for Niseko change there to the slow local line to Kutchan.
Tomamu and Sahoro sit on the Sekisho Line. The Tokachi and Ozora limited expresses run there from Sapporo and Minami-Chitose, and Sahoro riders get off at Shintoku. Every seat on those trains is reserved, and Sapporo to Tomamu costs ¥5,880.
Visitors on a non-Japanese passport can buy the Hokkaido Rail Pass ahead at ¥22,000 for five days. The four-day Sapporo-Furano Area Pass costs ¥11,000. With either pass you still collect a seat reservation before boarding a limited express. JR allows two bags per person. Each can weigh up to 30 kg and measure up to 250 cm in combined dimensions. Anything over 2 m long has to be sports gear in a proper case that you can stand upright in the luggage space.
Renting a car: the licence rules
Japan recognizes only International Driving Permits issued under the 1949 Geneva Convention. Permits on the 1968 Vienna model are invalid here, and rental counters refuse IDPs bought from unofficial websites. Get yours at home before you fly:
- Canada: CAA is the sole issuer, and the permit lasts a year or until your provincial licence expires.
- United States: apply through AAA or the American Automobile Touring Alliance (AATA).
- United Kingdom: PayPoint sells the 1949 permit over the counter for £5.50 against your photocard licence and a passport photo.
- Australia: your state or territory motoring club issues it on behalf of the Australian Automobile Association.
- Switzerland, Germany, France, Belgium, Monaco and Taiwan: skip the IDP and carry an official Japanese translation of your licence. JAF takes applications online only and quotes two or three business days.
The permit or translation is good for one year from your entry into Japan, and you carry your home licence alongside it. Rental companies also check the entry stamp in your passport. If you come through an automated gate, ask an officer to stamp it, because Toyota says it can't rent you a car without proof of your landing date.
Winter tires, 4WD and the expressway pass
Nippon Rent-A-Car fits studless winter tires to every Hokkaido car from 1 November to 20 April and adds a winter season rate. Budget lists them as standard from about November to April, and four-wheel drive comes standard at its New Chitose and Sapporo Station North Exit stores. Toyota charges ¥1,650 a day for 4WD. Nippon and Budget don't rent chains, and in heavy snow some expressway and national route sections require them even on winter tires.
The Hokkaido Expressway Pass gives foreign passport holders unlimited use of the island's expressways for a flat fee. Since October 2024 it comes in four to eight days and costs ¥7,700 to ¥15,400 for a standard car. You buy it with the rental, and the ETC card that goes with it usually costs ¥330 more. ToCoo! sells its own version with the card included, and a travel blog's comparison put it at ¥6,830 for four days. ORIX's Hokkaido winter plan includes navigation and an ETC unit and starts at ¥8,415 for the first 24 hours in a small car.
What winter driving is like
Expect packed snow and ice on most roads from December to March. Budget's winter advice is to start and stop slowly and leave extra room to the car ahead. In midwinter it's dark by about half past four, so plan the drive back from the hill before the light goes.
Blizzards close sections of expressway with little warning. The coaches drop to the ordinary roads when that happens, and a rental car will do the same and lose a similar 40 minutes. Some scenic roads shut for the whole winter. The Niseko Panorama Line on prefectural Route 66 closes between Oikomi in Kyowa and Yunosato in Rankoshi until the spring reopening.
Drive times between hubs
Times assume clear roads. Add half an hour or more in a storm.
| Route | Typical time |
|---|---|
| New Chitose to Niseko (Hirafu) | about 2 hr 45 min by coach |
| New Chitose to Rusutsu | about 2 hr |

| Sapporo to Tomamu | about 2 hr |
| Sapporo to Kokusai | about 1 hr by bus |
| Otaru to Kiroro | about 40 min |
| Niseko to Rusutsu | about 40 min |
| Niseko to Kiroro | about 1 hr 20 min |
| Niseko to Furano | about 4 hr 20 min |
| Furano to Tomamu | about 1 hr |
| Asahikawa Airport to Tomamu | about 2 hr 20 min |
| Obihiro Airport to Tomamu | about 1 hr 20 min |
| Obihiro Airport to Sahoro | about 1 hr 20 min |
Board bags and luggage forwarding
Coaches take one set of ski gear and one other bag per person. Chuo Bus wants boards in a bag or with sole covers, and you can't ride its buses in ski or snowboard boots.
Takkyubin (door-to-door courier) solves most of the hauling. Yamato's Ski TA-Q-BIN charges a board bag at the 180 size rate, and the bag must weigh 30 kg or less inside a proper case or Yamato's ¥600 cover. Take it to a Yamato office or an agent that handles the service, because convenience stores refuse skis and boards. Ship two days before you ride, or three for some areas, and the resort's front desk will have it waiting. Book the return leg at the same time for a small discount. Budget's New Chitose store won't accept luggage shipped ahead, so send bags to your first hotel.
