How does sidecountry access work at Hokkaido's ski resorts?
Niseko opens numbered gates when patrol says so, and Furano wants its own form at the patrol hut every time you head out.
By Adam BognarPublished
Most major Hokkaido resorts let you ride beyond the boundary only through a marked gate or exit, and several want a climbing plan on file before you go. Each hill writes its own rules, so read the ones for the resort you're riding that day and check the avalanche bulletin before you leave the ropes.
We compiled the rules below from each resort's published policy and checked them in October 2026. Patrol on the day has the final word.
Which resorts let you leave the boundary?
| Resort | Way out | What you need first | Watch for |
|---|---|---|---|
| Niseko United and Moiwa | Gates G1–G11, opened by patrol each morning | Helmet and avalanche transceiver | Haru-no-taki and Yu-no-sawa stay closed all season |
| Furano | Five designated access points | The resort's climbing-plan form, every outing | Rescue billed in full |
| Kiroro | Designated backcountry gates | Climbing plan filed with Hokkaido Police | No skinning uphill inside the boundary |
| Sapporo Teine | Teine Gate by the summit patrol hut | Full avalanche kit and a climbing plan | Any other exit costs your ticket |
| Tomamu | No public exit; free in-bounds Powder Area | yukiyama app check-in and a helmet | Last entry 15:00 |
| Kurodake | Kurodake Gate at the top of the lift | Entry register, consent form and a police plan | Ski area rescue stops at the boundary |
| Sapporo Kokusai | None for the public | Guided groups lodge an entry notice | Rescue billed from ¥50,000 an hour |
| Rusutsu | No gates; trees open inside the boundary | Nothing to file in bounds | Beyond the boundary is unpatrolled |
| Asahidake | Open national park terrain off the ropeway | Police plan, online or on paper | Nothing is patrolled or avalanche controlled |
| Kamui Ski Links | Out of bounds prohibited | Expert-only gates lead to in-bounds trees | Deep Powder opens for limited periods |
How do the Niseko gates work?
The four Niseko United resorts and their neighbour Moiwa share one set of local rules and one numbering system for eleven gates. Patrol decides each morning which gates open. Leave the ski area only through an open gate. You need a helmet and an avalanche transceiver to go through, and the Niseko Rules strongly recommend a probe and shovel as well. Elementary-school children may go through only with an adult. Patrol keeps the Haru-no-taki and Yu-no-sawa valleys on either side of Niseko Village closed all winter. Breaking the rules can cost you your lift pass, and search and rescue is billed from ¥100,000.
Grand Hirafu holds the highest gates. G3 sits at 1,180 m at the top of King Single #4 and opens onto the Annupuri summit and the bowls around it. G4 beside it drops into Fujiwara-no-sawa and opens an hour after G3. At Hanazono, patrol warns of unstable cornices around G5, and G9 stays shut until snow buries the waterfall at the foot of its gully. Annupuri has four. G1 and G2 at the top of Jumbo #4 open into the Osawa valley, and G8 at the gondola top reaches lower Osawa through the trees when Jumbo #4 is closed. Intermediates get their gentlest first look at Niseko sidecountry from G7 in the middle of the mountain. Niseko Village has only G11, and patrol controls the Mizuno-no-sawa valley below it for avalanches before opening it to advanced riders. Moiwa's G6 opens only while the Quad runs, and the Anbetsu valley under G10 is closed.
Read the Niseko avalanche report at niseko.nadare.info before you ride. It is written from 6:00 observations, and the gate status boards at the lift bases have the final word.
What does Furano ask for at its access points?
Furano's 2025/26 trail map prints five access points at the top of both zones and on the ridge between them. Before every outing you fill in the resort's climbing-plan form (tozan-todoke) and hand it to the patrol hut nearest the exit you plan to use. At the access point you take your skis or board off and walk through, so nobody below follows your track into the woods. Patrol asks for a phone or radio and a device that shows your latitude and longitude, and it can hold the lift ticket of anyone who skips a step (Furano 2025/26 pamphlet).
The Hokkaido Shimbun reported that the number of people needing help in the forest beside the resort jumped from 3 to 23 in fiscal 2024, and Furano closed some exits for 2025/26 in response. Search and rescue past the access points is billed in full. Our page on the Furano access points covers the terrain beyond them.
How do you leave Kiroro legally?
Kiroro gives you two kinds of off-piste. Inside the boundary, signed tree-run areas open from 09:00 to 14:30 when patrol allows, and you need the yukiyama app on your phone to enter them. To go past the boundary you file a climbing plan with Hokkaido Police first, and the Compass online system works in English. Then you leave through a designated gate. The one beside the top of the Gateway Express opens onto the zone west of the Mountain Center. Nothing out there is lift-served, and a fatal avalanche hit that area in 2021.
Ducking a rope can cost you your ticket. Kiroro also bans hiking or skinning uphill inside the boundary, and it bills rescues in the tree areas and beyond the boundary to the rider (Kiroro policy). Yoichi-dake is the classic tour from here.
Where can you ride off-piste at Sapporo Teine?
Sapporo Teine allows off-piste riding inside the boundary only in the marked Nature Zone on the upper Highland side. The single legal exit is the Teine Gate beside the summit patrol hut, and patrol shuts it in obviously dangerous conditions such as bad weather. Anyone who ducks a rope or net loses their ticket on the spot. Teine bans hiking up the pistes at all hours, and a rescue past the gate is billed in full (Teine backcountry notice).
Carry full avalanche kit and file a climbing plan before you use the gate. The Okuteine ridge traverse from Kokusai finishes on this mountain.
How does Tomamu's Powder Area check-in work?
Tomamu has no public exit. From mid-January it opens ungroomed tree zones inside the boundary on Tomamu Mountain and calls them the Experts Only Powder Area. Patrol releases them in stages as it confirms each one safe, and they stay open until 31 March.
Entry is free. Turn on GPS, open the yukiyama app, join the Experts Only Powder Area group and accept the agreement, then type in the password posted at the Snow Kart reception in the Resort Center. Your phone needs its own data connection, because the check-in won't go through on free Wi-Fi. A helmet is compulsory. Last entry is 15:00, and you check out in the app by 15:30 (Tomamu Powder Area).
To ride past the boundary you join one of the resort's guided tours or the weekend snowcat on Karifuri-dake. Tomamu lists the snowcat at ¥110,000 a day for 2026/27.
What do you sign before the Kurodake Gate?
At Kurodake the only sanctioned exit is the Kurodake Gate. It sits on your left as you step off the lift at the 7th Station at 1,520 m. Before you go, write your party into the forest entry register and sign the Mountain Entry Consent at the 5th Station building. You can also download the consent form and hand it in at the ropeway ticket window. File a separate climbing plan with police too.
The operator does not rescue anyone outside the controlled area. Beyond the gate you call police on 110, and any after-hours ropeway or lift run for a rescue is billed to the rescued party or their family. Rental snowshoes and skis may not leave the ski area, and staff confiscate both the rental and your lift ticket if they do. From 2026/27 the day pass covers a single ropeway round trip, because people kept getting hurt on the unpatrolled slope below the ropeway. The Kurodake backcountry page describes the terrain above the gate.
Can you tour from Sapporo Kokusai?
Sapporo Kokusai sells no backcountry access. Its rules ban riding outside the managed area and in the roped forest blocks between runs, and they prohibit hiking up the runs. Guided groups do head onto Asari-dake and Shirai-dake from the gondola top after lodging an entry notice with the resort, so book a local guide who knows the current arrangement.
Kokusai doesn't launch rescues beyond the boundary on its own. When the authorities ask for help it bills from ¥50,000 an hour plus staff, snowcat and snowmobile time, with 25% added from 17:00 and 50% overnight (Kokusai rules).
Why does Rusutsu have no gates?
Rusutsu lets you ride the forest anywhere inside the yellow-dotted boundary on its trail map, so it has no need for gates or registration. Respect the roped closures around hazards. Beyond the boundary the mountain is unpatrolled and you ride it at your own risk. Shiribetsu-dake tours start from the resort car park, and Hokkaido Wilds rates its slopes the most hazardous in the greater Niseko area, so go with a guide.
Which resorts keep you inside the boundary?
Kamui Ski Links prohibits out-of-bounds riding and opens its in-bounds tree and powder courses through expert-only gates when the snow allows (Kamui guide). Sahoro publishes no gate or registration system, and its ungroomed snow sits on the marked N1–N5 runs. Sapporo's city hills Bankei and Moiwayama keep riders on designated courses.
What do you file before riding Asahidake?
File a climbing plan with police, online through Compass or on paper, before you ride Asahidake. The ropeway sets you down at 1,600 m in Daisetsuzan National Park. Nothing up there is patrolled or avalanche controlled, and Higashikawa's winter survival map lists the rescue kit it expects you to carry.
Who pays when you need rescuing?
You pay at every resort in this guide that publishes a rule, and the rates were current when we checked in October 2026. Niseko's starts at ¥100,000. Kokusai's hourly rates appear in the section above. Nayoro Piyashiri charges riders rescued from its tree areas without registering ¥10,000 per patroller per hour and ¥50,000 an hour for a snowcat. Furano and Teine bill the full cost. Check that your travel insurance covers off-piste search and rescue, and read our avalanche safety guide for the bulletins and kit.

Quick answers
Do I need an avalanche beacon to use the Niseko gates?
Yes. The Niseko Rules require a helmet and an avalanche transceiver for anyone going through a gate at the four Niseko United resorts or Moiwa, and they strongly recommend a probe and shovel. Search and rescue beyond the gates is billed from ¥100,000.
How do I get permission to use Furano's backcountry access points?
Furano requires its own climbing-plan form for every outing. Hand it to the patrol hut nearest one of the five access points on the 2025/26 trail map, then take your skis or board off and walk through the access point.
Is Tomamu's Powder Area free?
Yes. Tomamu's Experts Only Powder Area costs nothing to enter. You check in on the yukiyama app with a phone that has its own data connection, wear a helmet, enter by 15:00 and check out by 15:30, and the area opens from mid-January to 31 March.
Where can you leave the boundary at Sapporo Teine?
Riders can leave Sapporo Teine's boundary only through the Teine Gate beside the summit patrol hut. Leaving anywhere else costs you your lift ticket on the spot, and a rescue beyond the gate is billed to you in full.
What do I need before going through the Kurodake Gate?
Kurodake requires an entry in the forest register and a signed Mountain Entry Consent at the 5th Station (or the consent handed in at the ropeway ticket window), plus a separate climbing plan filed with police. The ski area will not rescue anyone beyond the gate.
Can you ride the trees at Rusutsu?
Yes. Rusutsu lets you ride the trees anywhere inside its ski-area boundary with no gate or registration. Terrain beyond the boundary is unpatrolled and ridden at your own risk.
