Can you ride Hokkaido without a car?
Most of Hokkaido's big resorts run winter buses, and two of them sit on a railway line. Here's how each one works without a rental car, from the train to the last bus.
By Adam BognarPublished
You can ride Hokkaido without a car, and Hoshino Resorts Tomamu makes it easiest, because limited express trains stop at its own station and a free shuttle meets every one. Sapporo's city hills come next, and Sapporo Teine is 11 to 18 minutes from Sapporo Station by JR plus a short bus. Book ahead, because several airport and ski buses run only when reserved days in advance, and a few mountains need a car or an operator's transfer.
We compared the bases and resorts in our guide on how you get there from New Chitose Airport or Sapporo by public transport, the journey time and fare, what to book and how you cover the last stretch from station or stop to the lift. Every route below comes from the access details each resort publishes.
| Resort or base | How you get there | Time and fare | Last mile | Book ahead? | Drawback |
|---|---|---|---|---|---|
| Tomamu | Limited express to JR Tomamu | About 1 hr 40 min from Sapporo, ¥5,880 | Free shuttle meets every limited express | Reserved seats on the train | No town at the bottom |
| Sapporo Teine | JR to Teine Station and a JR Hokkaido Bus | 11–18 min and ¥360 by train; ¥1,000 bus | Bus to Olympia or Highland | No | Bus stops in late March |
| Sapporo Bankei | Tozai subway to Maruyama-Koen and the Bankei Bus | 13-min bus | Bus to the base | No | Small hill, 283 m vertical |
| Sapporo Kokusai | Ski bus from Sapporo Station | 1 hr 37 min, ¥1,800 (2025/26) | Bus to the base | Yes | Longest city-hill ride |
| Niseko (Grand Hirafu) | Resort Liner from the airport, or JR to Kutchan | 3.5 hr, ¥6,000; or 3–3.5 hr, ¥2,880 | 15–20 min by bus or taxi from Kutchan | Bus yes | Long transfer from the airport |
| Rusutsu | BIGRUNS bus from the airport | About 2 hr, ¥5,000–5,500 (2025/26) | Bus to the hotels | Yes, 7 days for the lower fare | No railway at all |
| Furano | JR via Sapporo and Takikawa, or bus from Asahikawa Airport | About 1 hr by bus from Asahikawa Airport | Taxi about ¥1,600 from town to the ropeway | Not stated | Ropeway base sits 7 km from town |
| Kamui Ski Links | JR to Asahikawa and Dohoku Bus 455 | About 40 min, ¥1,000 | Bus to the base | No | You base in Asahikawa first |
| Sahoro | Limited express to JR Shintoku | About 1 hr 58 min from Sapporo, ¥6,690 | Hotel shuttle for guests only | Shuttle by 17:00 the day before | Day visitors pay about ¥4,800 for a taxi |
Which resort is easiest without a car?
Tomamu is the easiest, because the train does almost all the work. Limited Express Tokachi and Ozora trains run from Sapporo to JR Tomamu in about 1 hour 40 minutes for ¥5,880, and from New Chitose you change at Minami-Chitose. A free shuttle meets every limited express for the five-minute run to The Tower or RISONARE. Everything after that happens inside the resort.
It suits families and anyone arriving with a lot of luggage. Every seat on those trains is reserved, so book them when you book the room. The Hoshino bus liners from New Chitose, Sapporo, Furano and Asahikawa run only when booked at least nine days ahead. Our Tomamu page has the lift and powder-zone details.
Can you ride from a Sapporo hotel?
You can reach all five ski areas inside Sapporo city by rail and bus. JR to Teine Station takes 11 to 18 minutes for ¥360, and JR Hokkaido Bus runs from stop 3 at the south exit to Olympia in about 16 minutes and Highland in 27 for a flat ¥1,000. Bankei is a 13-minute bus ride from Maruyama-Koen station on the Tozai line, and a taxi from Sapporo Station costs about ¥3,000. Sapporo Kokusai runs a reservation-only ski bus from Sapporo Station's north exit that took 1 hour 37 minutes and cost ¥1,800 one way in 2025/26.
The Teine bus ends in late March, and a free shuttle from JR Teine Station takes over for spring. Moiwayama and Fu's both start from Makomanai subway station. Our Sapporo city hills guide compares them all and lists the night-riding hours.
Does Niseko work without a car?
Niseko works once you're there, and the airport run is the long part. The Hokkaido Resort Liner reaches the Hirafu Welcome Center in about three and a half hours for ¥6,000 one way (2025/26), and JR via Sapporo and Otaru reaches Kutchan in three to three and a half hours for ¥2,880. From Kutchan Station the bus to Hirafu takes about 20 minutes, and taxis can't be hailed in the street.
On the mountain, the free Niseko United shuttle links Grand Hirafu with Niseko Village and Annupuri for All Mountain pass holders. A free Hanazono shuttle leaves the Hirafu Welcome Center about every 20 minutes until 19:28, and Hirafu's village shuttle runs three loops every 20 to 30 minutes. Niseko Moiwa is the awkward one. The Resort Liner stops at Hotel Kanronomori about 15 minutes' walk below the lifts, and a car makes life much easier on that side. Our Niseko base guide covers which shuttle serves which hotel.
How do you get to Rusutsu?
Rusutsu runs on buses, because no railway reaches it. Kamori's BIGRUNS bus from New Chitose took about two hours and cost ¥5,000 booked online at least seven days ahead in 2025/26, or ¥5,500 otherwise. The Rusutsu-Go from Sapporo ran free in 2025/26 with an online booking by 15:00 the day before, and a fare applies from 2026/27. Once you're at the resort, the Westin's monorail reaches the Resort Hotel and West Mountain in about five minutes.
Rusutsu village's few restaurants sit a short drive from the hotels, so without a car you eat at the resort.
Can you reach Furano and the Asahikawa hills by train?
You can, and Asahikawa works as a car-free base for central Hokkaido. Limited express trains reach Asahikawa from Sapporo in about 85 minutes, and buses fan out from the station:
- Kamui Ski Links is about 40 minutes on Dohoku Bus 455 for ¥1,000, and the same route runs from Asahikawa Airport in about an hour.
- The Asahidake Ropeway is about 1 hour 40 minutes on the Ideyu-go bus via the airport, and the bus runs around four times a day.
- Pippu is a local train from Asahikawa and a free shuttle from Pippu Station.
- The Kurodake Ropeway in Sounkyo is about 110 minutes by Dohoku Bus from Asahikawa, and the bus terminal is five minutes' walk below the ropeway.
- Nayoro Piyashiri is about an hour north by JR, and the Meishi Bus covers the last 25 to 40 minutes.
Furano has its own station on JR lines from Sapporo through Takikawa and from Asahikawa, and Asahikawa Airport is about an hour away by bus. Stay in Kitanomine if you want to walk to a lift. The ropeway base sits about 7 km from Furano town, and a taxi between them costs around ¥1,600.
Which mountains are hard without a car?
Sahoro is easy for hotel guests and awkward for day visitors. JR Shintoku is about 1 hour 58 minutes from Sapporo by limited express for ¥6,690, and the free station shuttle carries only Sahoro Resort Hotel guests who book it by 17:00 the day before. Everyone else should budget about ¥4,800 for a winter taxi.
Kiroro runs winter buses from Sapporo, Otaru, New Chitose Airport and Niseko. No taxis wait at the resort, so book your ride back down, and a cab from Otaru costs from ¥12,000 one way. The cat-skiing operations at Iwanai and Chisenupuri sit on no bus route, and both include Niseko pickups in the day price.
Hakodate Nanae ran a free shuttle from Shin-Hakodate-Hokuto and Onuma-Koen stations in 2025/26. Hokkaido Komagatake went to volcanic alert level 2 on 2 October 2026 with a 4 km warning zone. Hakodate Nanae sits about 10 km away and outside that zone.
Which base should you pick?
Pick the base by how many mountains you want to ride. Sapporo gives you five city hills plus Kiroro and Niseko by bus, and it suits mixed groups where not everyone rides every day. For a week on Niseko United's shuttles, sleep in Kutchan or Hirafu. Tomamu works for a single-resort week. Riders who want a different central-Hokkaido hill each day should take a room near Asahikawa Station and use the bus network.
How we compared
We compiled every route from the access fields in the Ride Hokkaido fact sheet. Those come from each resort's own access and bus pages, checked in October 2026. Fares and times are for 2025/26 unless we name 2026/27, and bus timetables change each winter, so confirm them when you book. The method is desk research, and nobody rode these routes for this page.
